His Majesty's Consul-General at Hankow is of opinion that the Viceroy of Wuchang would regard refusal to accept him as co-negotiator as a manifestation of preference for the Viceroy at Tien-tsin, and as a release from any obligation he might feel in respect of his special relations with us in the past. Viceroy is at the present moment showing recognition of priority of claim to employment on Hunan section of Canton- Hankow Railway of British engineers. Mr. Fraser adds that, if the Viceroy's policy is to be one of obstruction, a refusal to accept him would not obviate that obstruction. He argues that Viceroy's chance of permission to raise the loan which he desires for Hupei railways would be lessened by a policy of obstruction, and reports that the Viceroy is not thought to be persona grata with the Germans.

The German Minister and myself agree that to press for negotiations with the Board of Communications is our best course at present.
